My prior workplace (within the same company) did a lot of this, which was really great for those who wanted to move into other departments, since you could come pre-trained. Especially necessary if you wanted to get into leadership or management.
My current one only allows trainings if you have really good sales numbers, which if you’ve got mediocre sales (like 60% of our staff) then they will refuse to train you, ironically making it more difficult to get into a department that doesn’t do sales.

Rain Tree 113, Internal company structure matters heavily in any such case - and while I do support the more haphazard "everyone gets into anything", it's just not feasible once you're scaling the manpower, unfortunately.
