If she needs, say, 1.000 coins to get the forge off the ground, but she only has 900 coins, the smart thing under any circumstances would be to pay 100 coins to get 1.000 bills, and then buy forge materials for the bills, while pocketing the 800 coins.
So long as the bank still runs their 10-for-1 campaign, and the bills haven't depreciated in value yet, the smartest way to save money is to convert small amounts of coins to bills, and then spend the bills as fast as she gets them. Relatively risk free money printing scheme for Gabi, and she can stop as soon as the conversion rate is no longer favorable, while still having mostly coins in her savings account.
