The first way to say it is to use the expression "не важно что/кто/как/где":

- Не важно, что ты скажешь, это не изменит моего мнения. // No matter what you say , it will not change my mind.

But we also have a structure, which it probably more used:

- Что бы ты ни сказал, это не изменит моего мнения. // No matter what you say, it will not change my mind.

- Что бы ни случилось, я это сделаю. // No matter what happens, I will do it.

- Кто бы мне ни звонил, говори всем, что меня нет дома. // Whoever calls me, tell everyone that I'm not at home.

- Как бы он ни старался, он не сможет получить эту работу. // No matter how hard he tries, he won't be able to get this job.

- Где бы ты ни был, я тебя найду. // Wherever you are, I will find you.
