The Tulip M-100 is heavily based on the 1980 Chevrolet Malibu Coupe, with very minor design changes. The grille seems like a mix of the 1975 and 1979 Chevrolet Impala, while the tail lights, although still retaining the Malibu shape, have a layout and texture similar to the 1981 and 1982 Mercury Cougar.

Dmitry Pavlov, Thank you for your donation! 
Regarding sirens, GTA 4, unlike GTA 5, only supports 8 sirens. Anything more than 8 can be displayed on the car body, but won't flash. This is a limitation of the game itself.
