Tomahawks do not need to be launched from Navy ships. It was developed for the Navy but can be launched from Ageis Ashore systems which have already been deployed to eastern Europe. The US has also developed the Typhon missile launch system.
There are details that can be debated.

John Zwiebel, there is no Aegis Ashore in the Ukraine. Just in Poland and Romania. And the land-based launcher is a work in progress and quite exotic.

Dmitry Orlov, True about Ageis not being in Ukraine. They were part of the reason for the SMO though. The Ageis Mk41 VLS has been deployed and is capable of launching tomahawks.
