I make mods for GTA SA and mostly GTA IV. Models, conversions, animations. Mostly vehicle and gun models and weapon animations. 
I am a so-author of Animated Weapons mod (BTW, you should check the work of my collegue, Shvab).
This page is the way for you to support my work. But I will not block my content behind the paywall. All my mods will be released on open resources like gtainside.com, libertycity.ru and etc. 
Commissions for GTA 4 weapon models, weapon animations and vehicles are open! If you want something taylor-made for you I will help.

Question: Does this mod remove the delay from the M4 and AK-47 (Carbine rifle and assault rifle)?

Well, I don't think so because I tested it... and it still has the delay, but I want an official answer.

ROSIMEIRE ANASTACIO, so, there's an issue with IV animation system. I can remove the the delay with in two ways. One - is to remove the firing loop (every shot will be the same). Second - change the firing tags (but then you will be able to abuse the gun by firing it every frame with perfect accuracy). So yeah, it works just like the default AK/M4
