What's notable about this situation is that he gave away his location voluntarily, via signaling to ketosy assault ships that were pursuing him. Scanning and transmitting data takes an instant, but an initial set up of psiotic connection usually takes some time, and depending on experience of a psiot, it can require from a second to several minutes of optical communication, thus access to memory usually requires some cooperation on part of a subject. On the Agency's property this isn`t a problem, for human spaces staff is equipped with a set of tools for coercion. [mainly drugs]

 Depending from a psiot's level of discipline, they can implement techniques of varying complexity. One of the basic abilities that all adepts of 'the discipline of mind' must master is separation of their own memory from a subject's in order to avoid disruption of cohesion of personality and behavior.
