    It's a low-level phantom, reincarnated as a human and had her memories from previous [allegedly] life installed to her. Can get confused over the fact of having memories from two different lives, both anthromorph and human.

    As all phantoms - orderly and controling, yet imbued with guilt and responsibility over what she and her phantomic powers caused to 'her brother's' early years[and the rest of life by extension], thus displays solicitude that sometimes turns overbearing.

    Researching consequences of unaccountable use of phantom powers convinced her to seek a way to share responsibility for their use with those they may affect.

    After getting past-self memories back and till the Agency disbandment she's worked in one of its labs for research of mechanisms of causality and constructing a machine to study it's principles, processes and effects, finding a way to diminish its detrimental influence on mutations, conducting simple causality experiments in laboratory conditions for studying small entropic processes, forecasting variants of future, as well as applying the research data in other scientific branches. Far from the machines full potential, but all what the low-level phantom in frail human body can be asked to provide by operating it. [By testing and operating the machine Tsuru got mutations corresponding with her phantomic appearance]

oke here's a bit more proper intro for Thane:

It's a mid-level psyot anthromorph hybrid, most of the time wandering from city to city, hoboing in his car or anywhere he can. An apathetic slacker whose favorite entertainment is studying other people's minds, collecting useful or amusing memories and to psychologicaly exasperate those around him. Frequent roaming in someone else's memory endowed him with a somewhat cynical outlook on life and human psyche. Detest a suggestion of any leverage or patronage over himself or, as he prefers to believe, others, but problems and responsibilities inclined to just dodge and drive off over horizon. After robbing you, probably.

    All of his youth he spent in a border-zone between Agencies closed city and open world, where he had to avoid exposure as an anthromorph by local human population, so his life was almost exclusively managed by his sister, who was perfectly human-passing. Hybrid between different species, his humanoid mods were boched with phantom mutations. And being raised in isolation on top of everything - left him no chances to have have any sense of belonging or identity for that matter.

    Used plenty of alone-time to study mechanics, repair and build gadgets as a hobby/work, using scrap from local town-forming landfill. For easier access to knowledge he delved in the Discipline of mind, and after first time successfully reaching memories of his sister he could experience the outside socium he was disqualified from, which outraged him so much he ran off into open world, ditching his household and going fully underground in order to not invite too much attention from Agency representatives [when it was still operating] for his transgression and unsanctioned use of psiotic abilities. Somewhat later obtained enough data to learn a shapeshifting feat hiding some of his mutations, reducing his risks of detection.

nothing too specific, this could be just one of final events of his backstory, when his conflict with Agency led to some duking out, most likely after ketosy got involved
