I didn't make a mod for it.
hair color is easy to change, it's RGB. You only need to change 3 digits in this file - cha102_21_strand.mdf2.32.
Look: if you use the "strands" mode, then this hair is grown in the game programmatically. They don't have meshes or textures. There are guides, something like a vector that indicates the direction of hair growth. All you can change is their color. Eyebrows are a mesh, they have a different material. It uses textures.
