Amendments to the law "On Advertising" (Federal Law No. 347-FZ
dated 07/02/2023) will come into force on September 1, 2025.
Starting from September 1, 2025, the owner (administrator) of a group
(community) on any social network and messenger whose members advertise is at
risk of fines. That's the essence of change and responsibility.:
1. New status of the group owner: Amendments to the law "On
Advertising" (Federal Law No. 347-FZ dated 07/02/2023) will come into
force on September 1, 2025. According to these amendments, the owner
(administrator) of a group on any social network and messenger used to
distribute advertising is recognized as the "organizer of the
dissemination of information" (ORI) or, in the context of advertising, the
person responsible for its placement.
2. The obligation to label advertising: The main responsibility that
falls on the owner of the group is to ensure that ALL advertisements placed in
this group by the participants are marked. Each advertising message must be
clearly marked with the word "Advertisement" or "Native
advertisement".
